Law Enforcement Guidelines

These guidelines are for authorized government and law-enforcement officials. Ordinary users should use in-product reporting or the Request Center.

Use the law-enforcement form and provide:

  • agency and requesting official;
  • official contact information;
  • legal authority and jurisdiction;
  • valid, complete process and signature;
  • precise account, content, time range, and data requested;
  • return deadline and emergency basis, if any; and
  • confidentiality or preservation requirements and their legal basis.

Zeeker may verify the request through publicly listed agency contact details. Do not use an ordinary support address for emergency process.

The public form creates and prioritizes a case; it is not a document-upload channel. Describe the legal process and emergency basis without pasting unrelated personal data. A verified case handler will provide an appropriate secure channel when Zeeker needs a signed order, supporting process, or restricted evidence.

Zeeker reviews facial validity, jurisdiction, authority, specificity, proportionality, user rights, and international conflicts. We may reject, narrow, or seek clarification for overbroad, informal, technically impossible, or legally deficient requests.

We disclose only data responsive to valid process and do not provide content or sensitive data merely on an informal request. Different data types may require different legal standards.

User notice

Zeeker generally notifies affected users before disclosure so they can seek legal advice, unless prohibited by valid law or a credible safety risk. Delayed notice may be provided after a prohibition expires. Requests for secrecy should be specific and time-limited.

Preservation

A valid preservation request should identify the account and scope. Preservation does not authorize disclosure. Zeeker preserves available records for the legally required period and may require renewal.

Emergencies

If there is a good-faith belief involving imminent death or serious physical injury, mark the request as emergency and explain the facts, target, data needed, and how disclosure could prevent harm. Emergency disclosure is assessed case by case under applicable law. False emergency claims may be referred for investigation.

Cross-border requests

Officials should use applicable mutual legal assistance, treaty, or authorized cross-border mechanisms. Zeeker may direct a request to the entity controlling the data or require domestication.

Cost and transparency

Zeeker may seek legally permitted reimbursement for unusually burdensome requests. Aggregate request and disclosure information may be published unless law prohibits it.
